Building capacity of regional direct access entity and national designated authorities to foster climate action in the Pacific
As one of the few main Direct Access Entities (DAE) in the Pacific region, SPC has been working intensively since 2019 with GCF NDAs in Pacific Small Island Developing States on accessing GCF resources and developing climate change adaptation and mitigation projects relevant to their key national priorities. However, SPC still experiences capacity constraints to meet countries’ needs and provide rapid and efficient response to urgent climate change issues. In addition, NDAs face similar capacity constraints in advancing their GCF country programmes. The objective of this Readiness grant is to foster climate action in the Pacific region by providing enhanced capacity support to SPC as a regional DAE to better support GCF NDAs. Providing additional support on Environment and Social Safeguards (ESS), Gender Equality and Social Inclusion (GESI), Monitoring, Evaluation and Learning (MEL), as well as for the development of high-quality prefeasibility studies, concept notes, Project Preparation Facility requests and funding proposals, SPC will be able to provide stronger support to countries in accessing climate finance to address their key climate change priorities. Similarly, NDAs will have enhanced capacity for identifying climate change priorities and advancing their GCF country programmes. The specific countries to be primarily targeted by this Readiness grant are the Federated States of Micronesia, Palau, Tonga and Vanuatu but the grant will positively influence access to climate finance for the whole Pacific region.
