Capacity building and accreditation support of Direct Access Entity to private banks for on-lending and/or blending fiduciary functions
The goal of this Readiness proposal is to strengthen Cambodia's access to climate finance by addressing the identified interrelated barriers through the following outcomes:
- Supporting the accreditation processes of three private banks (FTB, ACLEDA, and ABA) and NCSD with capacity building, training and system improvement to meet the accreditation standards and requirements of the Green Climate Fund (GCF) for on-lending instruments and blending fiduciary functions, strengthen institutional capacities and close gaps for accreditation (Outcome 1.2).
- Supporting the nominated DAEs and other private sector stakeholders (i.e., Association of Bank of Cambodia (ABC), other banks, and micro-finance institutions) with training to engage support planning, programming, and implementation of GCF-funded activities (Outcome 1.3).
- Conducting a comprehensive readiness needs assessment to identify key gaps, challenges, and barriers in Cambodia's capacity to access climate finance and develop an action plan with strategies for addressing these needs (Outcome 2.2).
- Developing knowledge products containing lessons learned and best practices extracted from other countries, benefiting the NDAs, Direct Access Entities (DAEs), and Development Partners (DPs) in Cambodia (Outcome 5.1).
