Development of a Strategic Framework for a Resilient and Low-Carbon Fisheries Sector in Cuba
In Cuba, there is a lack of data and a strategic framework to support decision making and evaluate the most appropriate technologies and development options, which limits the improvement of resilient fisheries development strategies, including options for aquaculture and mariculture development.
Additionally, national institutions responsible for sector development lack the necessary institutional experience to effectively implement the required adaptation and mitigation actions, and the potential of the growing cooperative and private sectors has yet to be fully utilized. The main barriers identified and that will be addressed by the proposal are inadequate institutional capacity for climate planning, insufficient incentives for sustainable practices, limited involvement of local governments and stakeholders, insufficient access to scientific knowledge and technical resources, and restricted access to financial mechanisms and climate finance.
The Goal of this proposal is to strengthen the fisheries sector in Cuba to enhance its climate resilience and transition to low-carbon development, ultimately preparing and advancing potential projects for funding from the Green Climate Fund (GCF) or other climate donors.
The objective of this proposal is to build capacities, enhance strategic frameworks, and improve sectoral expertise and capabilities in climate resilience and low-carbon development in the fisheries sector in Cuba, facilitating the development of potential projects to be presented by Cuba to the GCF.
