Enhanced energy efficiency and climate resilience in neighborhoods and communities in Cuba
Despite the efforts of the GoC, the national institutions responsible for climate action and housing development are not sufficiently prepared to upscale and mainstream comprehensive climate resilience and energy efficiency principles into the housing strategic framework (policies, programs, and regulatory instruments) leading to inadequate urban developments. This lack of integration of the housing sector into adaptation and mitigation actions and strategies is the result of technical, institutional, and financial challenges that need to be addressed. Technically, there is little data and assessments to support decision-making and therefore to enhance sustainable and resilient housing development strategies and to introduce, develop and implement energy efficient and climate resilient housing development projects in neighborhoods. This lack of capacities is directly linked to a lack of financial opportunities and approaches to invest and finance sustainable and resilienthousing in Cuba´s most vulnerable neighborhoods and communities.
The objective of this current readiness proposal is to enhance strategic frameworks to address policy gaps and improve sectoral expertise in climate resilience and energy efficiency in the neighborhoods and communities in Cuba, including the housing sector and to increase the number of potential projects developed and submitted by Cuba as a SIDS to the Green Climate Fund (GCF).
