This readiness project proposes to develop the strategic frameworks of the climate change cross-cutting sector in Albania, and (ii) build the human and institutional capacities of the Government of Albania.

These outcomes are intended to be achieved through enhancing the existing NDC, providing sectorial and cross-sectorial policy recommendations, capitalizing the knowledge of the process and the monitoring system, along with training of institutional authorities and local technical experts.

These outputs are intended to be achieved through a well-established process of work with the Ministry of Tourism and Environment/NDA, the inter-ministerial working group, partners, and stakeholders, with clear roles and responsibilities; data collection and consolidation, the review of the state of implementation of the existing NDC, the sectoral development documents and the analysis of the alignment with the sectoral long-term goals are intended to produce a qualitative enhanced NDC; a manual for NDC monitoring and update will be developed to strengthen the strategic framework further, also the capacities of the Ministry of Tourism and Environment and NDA office to support the future continuous planning, programming and implementation of climate change activities. Training of the central and local government, and local technical experts is intended to develop adequate human capacities.
