Fueling Green Recovery in Armenia – advancing forest infrastructure and creating sustainable jobs for rural communities

Lack of resilience of Armenian forest to climate-induced events coupled with lack of sustainable management practices and rural population’s dependence on illegal fuelwood logging to meet their energy needs are increasing deforestation. This, in turn, (i) causes carbon sequestration removals and other forest values (e.g., fiber, energy, and non-timber forest products) to significantly contract and (ii) impacts the rural population’s energy and resource security and ultimately their livelihood. As described in the Concept Note, under business-as-usual conditions the above drivers to deforestation are projected to increase and thus their negative impacts exacerbated. Additionally, since forests are the only existing carbon sink available in Armenia, this scenario will compromise Armenia’s commitments toward the Paris Agreement. Through the activities proposed by the Project, the latter will help shift baseline conditions by: 1) Advancing the national forest infrastructure and expanding the forest cover – establishing national infrastructure to increase local capacity to supply climate adaptive seedlings; 2) Promoting climate-adaptive forest management, agroforestry practices and NTFP systems; 3) Fostering knowledge management solutions in the forest sector for long term capacity building and investments. “Environmental Project Implementation Unit” State Entity has been nominated by the NDA (Ministry of Environment of the Republic of Armenia) as Direct Access Entity (DAE) for implementation of GCF funded SAP Project “Fuelling Green Recovery in Armenia - advancing forest infrastructure and creating sustainable jobs for rural communities”. The Concept Note for the project has been endorsed by GCF Climate Investment Committee (CIC2) in 29 November 2023. This PPF application is submitted to request PPF Service support (qualified advisory service provider from respective GCF roster) to assist DAE in implementation of the number of activities as identified through initial gap assessment and communicated in the PPF request’s sections below.
