This document proposes a number of steps for the selection process for the host country of the Fund for consideration by the Board, based on the Governing Instrument and decision 3/CP.17. It proposes the establishment of the Host Country Evaluation Committee, consisting of Board members, to conduct the evaluation of expressions of interests submitted by six Parties to host the Fund. An excerpt from these expressions of interest is annexed to this document.

The mandate and responsibilities of the Host Country Evaluation Committee are proposed in the document along with modalities for conducting the evaluation, expanding on the criteria agreed upon at COP 17. These criteria include recognition of the legal status of the Fund (juridical personality and legal capacity of the Fund), privileges and immunities provided to the Fund and its officials, as well as financial and administrative arrangements and logistical facilities and, support. It is expected that, based on the work and recommendations of the Host Country Evaluation Committee, the Board will decide on the host country for endorsement by the Conference of the Parties at its eighteenth session.
