This concept note sets out the rationale for developing a communication strategy. It outlines the required elements of the strategy and the necessary deliverables, to be prepared by a consultant or consultants. It also proposes a draft decision for consideration by the Board to advance this work (Annex I), and presents in Annex III a request for proposals to secure external support.
