This document outlines a comprehensive proposal to establish a GCF regional presence to enhance its support for developing countries, as mandated in the Strategic Plan for the GCF for 2020–2023 and reaffirmed in the updated Strategic Plan for the GCF for 2024–2027. Following consultations with national designated authorities, accredited entities and the Board, three of the nine options previously presented at the thirty-seventh meeting of the Board in October 2023 have been examined in detail and narrowed down to two options. It includes a cost–benefit analysis, legal considerations and preliminary risk assessment. The document also includes potential options recommended for tailoring the models to each region. Lastly, the document provides a proposed implementation in phases to guide the rollout of a GCF regional presence. The proposal also includes the Secretariat recommendation for the establishment of a GCF regional presence.
