This assessment addresses the issues for Tongans and mainstreams gender and disability issues, as well as dedicating a stand-alone section to each issue. It focusses on identifying the most vulnerable Tongans which include those living in the outer islands, single headed households, the elderly, youth, women and people living with disabilities. Lesbian, gay, bisexual, transgender and intersex (LGBTI) people are not recognized in any government documents and homosexuality is illegal, rendering this group possibly the most marginalised.
