Mainstreaming Climate Smart Planning and Implementation into Agricultural Development
In July 2016, MINIRENA (now MOE) submitted a Concept Note to the GCF on ‘Mainstreaming Climate Smart Planning and Implementation into Agricultural Development’. Following positive feedback, a revised CN was re-submitted in January 2017 and the CN was included in the Entity Work Programme and is therefore a priority for development. In March 2017, GCF responded with further suggestions on the revised CN, requesting analysis consistent with a full proposal (FP). However, as an LDC Government Ministry, MoE does not have the funds to carry out this analysis. This was raised during a call to the GCF (April 2017) and it was recommended that Rwanda apply to the Project Preparation Facility (PPF) to complete the design and full proposal. The PPF application and revised CN was submitted in November 2017. Rwanda received comments on this in April 2018 and resubmitted the CN and PPF taking on board comments. At the same time, GCF offered support to further work up the CN and PPF and GCF a PPF/CN support mission was held in Rwanda in July 2018.
