Phase 1: Capacity development and institutional strengthening to support the development and delivery of Dominica’s GCF work program and facilitate the enabling environment for hydrogen production as part of Dominica’s low carbon and climate resilient economy
This readiness is designed to address two (2) barriers (Subsequent readiness will address additional barriers) for the Commonwealth of Dominica to transit to a low carbon Climate Resilience Economy). These two are as follows;(1) lack of human technical capacity to execute regulatory and policy functions for the transition to a low carbon climate resilient economy and (ii) Lack of available finance within the Commonwealth of Dominica to implement the level and scale of financing required for this transition. It is evident that the delivery of Dominica’s expansive vision_ to become the world’s first climate resilient country requires among other things, the significant capacity development of the NDA and line ministries to deliver the transition. They need to be able to facilitate the appropriate investment environment, legislation, policy, marketing, studies, strategic partnerships, and bilateral and multilateral arrangements, so as to support the climate resilience agenda inclusive of: the development of green hydrogen and climate resilient housing.
Extreme weather, the COVID 19 pandemic and resultant economic crisis has impacted the government's ability to deliver these responses. This readiness project has as its goal to address some of the gaps within key agencies. The strategic approach The proposals aims to provide (i) capacity support to the NDA to enhance implementation and monitoring evaluation of NPC project pipeline, (ii) For the Ministry of Housing and Urban Development; training facilitation, capacity to enhance legislative, and policy framework to enable it to deliver its required regulatory in support of Dominica’s National Country Program (iii) Enhancement of the enabling environment required for the transition low carbon green hydrogen industrialization
The specific line ministry request relates to regulatory capacity enhancement required to address current capacity gaps needed to: (i) implement specific projects detailed in the Dominica’s National Country Program as well as ongoing climate resilient efforts including; (ii) efforts at facilitating successful green hydrogen production, a key identified activity of national priority with cross sectoral implications in the transition to a low carbon economy; (iii) support for Government’s Housing Program-A post Hurricane Maria climate resilient effort aimed at delivering 5000 primarily multiple dwelling climate resilient apartment units; and;
The readiness activities proposed fall within the ambit of GCF outcomes areas 1.1 1.3 and 2.2.
