Phase 2: Capacity development and institutional strengthening to support the development and delivery of Dominica’s GCF work program and facilitate the enabling environment for investments further to the transition to a low carbon and climate resilient economy

This readiness is designed to address two (2) barriers for the Commonwealth of Dominica to transit to a low carbon Climate Resilience Economy. They are as follows: (1) lack of human technical capacity to execute regulatory and policy functions for the transition to a low carbon climate resilient economy and (ii) Lack of available finance within the Commonwealth of Dominica to implement the level and scale of financing required for this transition. It is evident that the delivery of Dominica’s expansive vision to become the world’s first climate resilient country requires among other things, significant capacity development of the NDA and line ministries to deliver the transition. They need to be able to facilitate the appropriate investment environment, legislation, policy, environmental regulation, studies and strategic partnerships, so as to support the transition to a low carbon climate resilient economy.
