Preparation of Bhutan’s NDC 3.0 and enhanced strategies, systems and in-country capacities to achieve its climate objectives and targets
Bhutan faces several challenges that may hinder its ability to achieve its climate ambitions and targets communicated to the UNFCCC. One key issue is that the existing key climate strategies (especially the Long-Term Low Emission Development Strategy(ies) (LT-LEDS) and Nationally Determined Contribution (NDC) are not fully aligned with the latest GHG emissions trends and the country's national priorities for climate change mitigation and adaptation (especially in the 13th Five Year Plan (FYP).
The goal of the proposal is to enable the government of Bhutan to uphold its carbon-neutral status and attain long-term climate change resilience objectives in alignment with the 13th FYP. This will involve institutionalizing and maintaining capacities to update/revise and implement Bhutan's essential GCF-related climate strategies including the LT-LEDS and NDC and TNA to align with current emissions trends and national priorities for mitigation and adaptation. Additionally, the proposal aims to create robust financing and investment strategies to effectively achieve the goals and targets for mitigation and adaptation.
