Readiness Support for the Implementation of the IRMF for the Caribbean Community Climate Change Centre (CCCCC)
Given the vital work of the CCCCC, the existing needs, and the GCF’s IRMF, the CCCCC seeks support under the new funding window for DAEs to achieve the following three objectives. Achievement of these objectives will remedy the challenges currently faced by the CCCCC’s PDU.
- Complete two critical funding proposals within CCCCC’s pipeline in line with the IRMF
- Update the CCCCC’s Project Formulation Manual and Manual for Project Monitoring, Review, Reporting, and Evaluation based on the IRMF’s stipulations and all other relevant GCF policies and frameworks
- Build the capacity of the PDMU team to develop, monitor, and evaluate projects aligned with the IRMF to a high level of proficiency
In keeping with these objectives, the expected results from this intervention are two completed and submitted funding proposals; an updated Project Formulation Manual and Manual for Project Monitoring, Review, Reporting, and Evaluation; and training delivered to the core PDMU team on the use of the IRMF and the updated manuals. Moreover, it is expected that the two funding proposals will be approved within a year of the completion of this readiness project. The support provided by this readiness will have a direct and positive impact on the CCCCC and the Member States it serves; the outcomes of this investment will allow the CCCCC to accelerate its pipeline and thus assist the Member States in mobilizing critical climate finance to build resilience to climate change. It will enable the PDU to complete pending proposals efficiently and effectively; gain critical expertise on the IRMF in a concise and concentrated manner; and capture GCF project formulation, monitoring, reporting, and evaluation guidelines in up-to-date documents. The capacity building components of this proposal will include both explicit and tactic knowledge transfer. The explicit components in the form of workshop material and reports will remain with the CCCCC and better position it, as a DAE, to meet its mandate and improve the project preparation facility so as to accelerate the flow of climate finance to the region.
