Regional and local capacity building for the implementation of the Climate Change Framework Law in Chile

The Climate Change Framework Law was approved by the Chilean Congress on March 9, 2021. This is a milestone in climate action in Chile, since it incorporates the long-term goal of greenhouse gas (GHG) neutrality and resilience for 2050, recognizes the principles of non-regression and progressivity, and incorporates the principles of ecosystem approach. This Law strengthens and gives continuity to the different policies, plans and programs for climate action, with a state view that transcends governments, becoming the foremost instrument in climate change policy in the country. 

The general objective of this Readiness proposal is strengthening Chile´s capacity for the subregional and local implementation of the Climate Change Framework Law. 

Considering that there are several barriers for the implementation of the Climate Change Framework Law, this Readiness proposal will directly and indirectly address the following barriers: lack of alignment between local and regional instruments and national climate change management and sectorial instruments to advance resilience, integrated territorial development, and carbon-neutrality in different territories; limited technical capacities at regional and local levels to integrate and manage climate change through the engagement of local stakeholders, including Indigenous people and women; and insufficient dissemination of and articulation with existing international, national and subnational financial mechanisms for regional and local climate action.
