Strengthening institutional capacity to access climate financing in Palau
The objective of this Readiness project is to strengthen the capacity of the National Designated Authority, Office of Climate Change, and Office of Project Management to plan, coordinate, and implement Palau’s response to climate change. This includes improving a variety of institutional and human capacities for planning and implementation, strengthening stakeholder engagement, and establishing an enabling environment for mitigation, adaptation, mainstreaming, and scaled up access to climate finance.
The project consists of three key outcomes, each of which respond to gaps and barriers outlined in the background of the proposal. The outcomes are:
- Strengthen institutional arrangements and capacities necessary to coordinate Palau’s response to climate change;
- Formalize and strengthen stakeholder engagement for planning and implementation of Palau’s response to climate change;
- Improve planning and implementation to meet Palau’s NDC commitments and to improve resilience and adaptive capacity.
The direct beneficiaries of the proposal include the NDA under the President’s office, the Office of Climate Change (OCC), the Office of Project Management (OPM), the National Environmental Protection Council (NEPC), and the Ministry of Finance (MoF) as candidate direct access entity (DAE). Additional beneficiaries include a range of stakeholders (described in Outcome 2).
