Support for the Establishment of a National Green Building and Infrastructure Financing Vehicle, Development of Green Building Minimum Compliance System, and DAE Application in Côte d’Ivoire
Recognizing the challenge of financing Côte d’Ivoire’s climate change mitigation and adaptation actions, the Government of Côte d’Ivoire has initiated and implemented programmes to access climate finance and mobilize investments in climate projects, including capacity development to engage effectively with the GCF over the long- term. This GCF Readiness grant will build on the efforts and outcomes of previously approved Readiness programmes in Côte d’Ivoire. It will reflect achievements and lessons learnt from Readiness programmes implemented by Centre de Suivi Ecologique (CSE), United Nations Development Programme (UNDP), GGGI and Fonds Interprofessionnel pour la Recherche et le Conseil Agricoles (FIRCA) in particular, as well as climate change initiatives implemented by the Government of Côte d’Ivoire and other partners working in the country. The NDA has led the stakeholder coordination including between GGGI, the Delivery Partner for this Readiness proposal, FIRCA and UNEP/CTCN. Consultations with key stakeholders took place to ensure that overlap between different Readiness grants is avoided and that Readiness programmes complement each other. For example, the ongoing Readiness programmes with CSE and Africa Climate Change Fund (ACCF) as Delivery Partner focus on Readiness outcomes 1 & 2, and 3 & 4 respectively, while the two others with GGGI and FIRCA focus on outcomes 3 & 4 and 1, 2 & 4 respectively. This Readiness grant will support the NDA to continue to work especially on outcomes related to direct access to climate finance and developing green building compliances and infrastructures.
This Readiness grant will assist the nominated candidate DAE - Banque Nationale d'Investissement - in the submission of their accreditation application and also enhance the capacity of government and candidate DAEs to develop skills and implement climate projects towards submission of project concept notes to the GCF. It will help in the development of a Green Building Minimum Compliance System, one chosen city green strategy and a national green building and infrastructure financial vehicle.
The main beneficiaries of this Proposal include the National Designated Authority, the nominated direct access entity BNI, Ministry of Construction, Housing and Urban Planning, and the Autonomous District of Abidjan. The ministries of Agriculture, Forest, Energy, Planning and Development, Finance, Sanitation, Gender and Women’s Affairs will be consulted and agencies like Direction de la Lutte contre les Changements Climatiques, Programme Nationale de lutte contre les Changements Climatiques. From the private sector, this proposal will involve the Chambre de Commerce et d’Industrie de Côte d’Ivoire, Confédération Générale des Entreprises de Côte d’Ivoire, Côte d’Ivoire PME, Fédération Ivoirienne des PME, Association Professionnelle des Banques et Établissements Financiers de Côte d’Ivoire, Association Professionnelle des Systèmes Financiers Décentralisés de Côte d’Ivoire Conseil National de l’Ordre des Architectes de Cote d’Ivoire, Union des Villes et Communes de Cote d’Ivoire, Association des Régions et Districts de Cote d’Ivoire.
