Upgrading CSE’s accreditation category and strengthening project development and implementation capacities

The CSE has been accredited as Direct Access Entity with the Green Climate Fund (GCF) in March 2015. CSE is accredited for basic fiduciary standards, Project Management Specialized fiduciary standards and micro project (< 10 million). As regards environmental and social safeguarding, CSE is accredited for low risk projects (Category C). In Senegal, priority investment areas related to climate change include coastal protection and infrastructures against flooding and salinization. This is why most of high impact potential projects developed for funding by the GCF include activities involving medium environmental and social risks (Category B) and requiring significant financial resources.

CSE has already a good experience in implementing simultaneously several projects/programmes ranging from USD 8 to 10 million. Throughout its accreditation process with the GCF, CSE has also updated its transparency policy and setup an internal audit function. But CSE still needs to enhance its administrative and financial management procedures with the view to be eligible for small size projects (USD 10 to 50 million).   The purpose of this request is to find the resources needed to address above‐mentioned gaps in order to upgrade CSE’s accreditation category related to ESS and to strengthen the entity’s capacity for project and program development.
