Mafalda Duarte

Bio

Mafalda Duarte is the Executive Director of the Green Climate Fund (GCF), the largest multilateral climate fund. Named by TIME Magazine as one of the world’s most influential climate leaders, Duarte oversees nearly $15 billion in GCF investments across 130 countries. Since her appointment in 2023, she has been leading ambitious reforms to ensure GCF invests $50 billion by 2030 while maximizing the Fund’s efficiency and impact.

Previously, Mafalda served as CEO of the Climate Investment Funds (CIF), another multilateral climate fund, where she increased its capitalization by nearly 40%, doubled programming, and launched new strategic initiatives in areas such as just transitions, industrial decarbonization, energy storage, and nature-based solutions. Under her leadership, CIF became a major funder of platforms like the Just Energy Transition Partnerships and pioneered efforts to raise finance from international capital markets.

Mafalda began her international development career in the Government of Mozambique before holding senior roles at the African Development Bank and the World Bank, working across more than 50 developing countries. She is a proud mother of three girls and, along with her husband, is deeply committed to her family. Mafalda holds degrees in International Relations, International Development, and Economic Policy but considers herself a lifelong learner, with a particular interest in human evolution and development as well as leadership.
