The problem that this project will address is the weak technical, institutional and financial capaci- ties at District and central government level to plan for adaptation. District level climate change risk information is weak. The result is that the national response to climate change and variability in Uganda currently has a short-term focus and policy responses to climate impacts are reactive in nature. Funding for adaptation is limited. 

The solution is to strengthen the skills, awareness and knowledge of all levels of Government and to develop the evidence base for long-term adaptation planning. The climate risk assessments and adaptation plans will be carried out for a representative sample of Districts and up-scaled to the national level so that Ministries can develop their performance frameworks to include adaptation. This will strengthen the planning linkages between District and Central government as well as the horizontal integration between the sectors, and secure adaptation financing from within regular development budgets.

The objective of the NAP process and specifically this proposal is to secure resources for adapta- tion through capacity and tools development for adaptation planning in Uganda:

• Outcome 1: Adaptation planning governance and coordination strengthened
• Outcome 2: Strengthened capacity for NAP planning and for future NAP processes.
• Outcome 3: Finance for adaptation secured
• Outcome 4: Lessons learned from NAP process disseminated

These outcomes aim to achieve five things to add value to the adaptation planning efforts that have taken place to date: i) develop a set of agreed national climate change scenarios to help planners and investors in the country to align their portfolios to adaptation objectives ii) develop detailed climate risk assessments in 6 Districts iii) develop clarity on adaptation targets for the country; iv) build widespread capacity among all Districts for the first time in Uganda and v) main- stream adaptation into sectoral investment plans to enable financing for adaptation from within regular development budgets.

The beneficiaries of this proposal include national and local climate change institutions, climate change practitioners, district technical officers, district level institutions, planners and investors, CSO’s, NGO’s and private sector.
