Strengthening Kyrgyzstan's capacity to manage the climate finance process and prepare quality projects
The overall objective of this proposed Readiness Project is to prepare the country for the mobilization and implementation of climate finance through capacity building in climate project development to meet NDC targets.
Significant changes in governmental structure (constitutional changes), have resulted in substantial changes in the climate financing institutional framework in Kyrgyzstan. The former system had been dismissed and information and expertise were lost. However, there are components and resources to be accessed such as various expert groups, while further various expert groups could be trained regarding their climate finance capacity. The Green Climate Fund (GCF1) Country Programme (CP) has not been finalized yet. It should be updated according to the new national strategies, updated country commitments on climate change, and updated GCF requirements. According to the national priorities the agriculture, forestry and other land use (AFOLU) sector is among the most prioritized, it is greenhouse gas (GHG) intensive, and projects are short of meeting Nationally Determined Contributions (NDC) targets.
The overall aim of this proposed Readiness Project is to support Kyrgyzstan in strengthening its institutional frameworks, processes and procedures, its capacities and Coordination Mechanisms (CM), as well as in developing its project pipeline and in raising general awareness in order to enable the country to identify, prioritize, develop and implement high quality climate projects. Furthermore, this project aims at re-establishing the dismissed institutional framework for national climate financing, finalize the GCF CP reflecting the updated national strategic frameworks, and subsequently developing two GCF Concept Notes focused on priority sector AFOLU and a yet to be selected sector. Furthermore, Technical Expert Groups (TEG) and the CM shall benefit from trainings in order to restore their functionality.
By contributing towards the following objectives and targeting the relevant beneficiaries (NDA, AFOLU sector and NDA selected sector actors, nominated entities for direct access such as Community Development and Investment Agency (ARIS - Agentstvo Razvitiya i Investirovaniya Soobshestv) and DosCredoBank, as well as CM members (line ministries, CSOs, private sectors), the project will advance the above-named strategy supported by GCF activities.
