Readiness Support for the Implementation of the IRMF for Land Bank of the Philippines
The personnel handling GCF program and projects do not yet have sufficient understanding and the capacity to develop a pipeline of relevant projects ideas which meet IRMF requirements. Specifically, the personnel responsible for project development and implementation, and monitoring, reporting, and evaluation need proper guidance and the appropriate skills to:
- conduct situational analysis (baseline),
- develop a theory of change and logical framework,
- identify appropriate indicators and develop and deploy mechanisms for data collection in addition to learning other foundational elements, and
- processes related to project monitoring, reporting, and evaluation.
Enhancing these skills of Land Bank staff will help in determining the mitigation, adaptation, paradigm shifting, and enabling environment potential of current and future projects.
It is expected that during implementation of this project and subsequent to it, the personnel will be able to ensure that the under development pipeline concept notes fully reflect IRMF requirements.
