Despite the efforts to develop policies and strategies aimed at reducing the country's vulnerability to climate change, Peru has many challenges in implementing concrete actions at the subnational level. Implementation of multi-hazard EWS (MHEWS) is delegated to the regional and local levels without multi-sectoral and coordinated technical support. Currently, 160 EWS have been established in Peru; however, according to regional and local governments, 28% are not operative. Therefore, while norms mandate the governance of an MHEWS, there are significant challenges that must be addressed, including inadequate participation and coordination mechanisms for disaster risk knowledge generation and management (barrier for the element one of MHEWS), an inadequate legal and regulatory framework to effective operationalization of the four elements of MHEWS, and limited technical capacities for disaster risk knowledge, monitoring and forecasting (barrier for the elements one and two of MHEWS), especially at the regional and local level. 

The main goal of this readiness proposal is to provide inputs to the upcoming concept note and funding proposal on MHEWS in Peru. Therefore, this readiness grant will elaborate and validate an action plan to guide the work on the governance framework for MHEWS in Peru. This framework should enable the implementation of the NAP and NDCs’ objectives, emphasizing cross-sector and multi-level integration, regional and local coordination, participation, and capacity building of relevant stakeholders at all levels. This approach is catered towards reducing the vulnerability of both rural and urban communities and safeguarding their livelihoods from the impacts of climate variability and change.
