National Adaptation Plan (NAP) in the Agriculture, Fisheries and Water Resources sectors
Venezuela shows strong political commitment and has made significant progress in adaptation finance under the Paris Agreement. In order to comply with the provisions of the NDC (2021), financial support from the GCF Readiness Programme will help overcome existing barriers and contribute to the national objectives of reducing vulnerability, increasing adaptive capacity, and strengthening resilience to climate change at the national, regional, local, and sectoral levels. The main objective of this Readiness proposal is to strengthen Venezuela's capacity to lead the process of climate change adaptation in the agriculture, fisheries, and water resources sectors.
Venezuela has implemented an ambitious climate agenda that requires strengthening policies, strategies, and instruments as well as overcoming obstacles to the achievement of the objectives and goals set out in the National Climate Policy. In this context, the main obstacles to the adoption of a National Adaptation Plan (NAP) in the agriculture, fisheries and water resources sectors are:
i) Weak coordination between administrative levels and limited participation of most vulnerable groups in decision-making for adaptation.
ii) Inadequate policies and plans in the agriculture, fisheries, and water resources sectors to adapt to climate change.
iii) Inadequate data and methodologies for collecting and managing climate related information.
iv) Limited participation of the private sector in adaptation policies.
v) Inadequate funding from relevant national stakeholders to implement climate change related actions.
