Albania is one of the most climate-vulnerable countries in Europe, with significant exposure to extreme weather and climate-related events. This vulnerability is exacerbated by the ongoing effects of climate variability and change. Projections indicate that Albania will face more frequent and severe floods and droughts. Additionally, secondary impacts such as landslides and wildfires are expected to become more common. Albania struggles to manage these climate impacts effectively due to a lack of robust, science-based climate information and the ability to translate this information into actionable warnings and decisions.

This project addresses these challenges by promoting the generation, coordination, and effective use of climate information across various development sectors. It aims to establish a National Framework for Climate Services (NFCS) and develop a fully functional and well-resourced National Meteorological and Hydrological Service (NMHS) that complies with World Meteorological Organization (WMO) standards. The project also includes the implementation of a people-centered Multi-Hazard Early Warning System (MHEWS) and the foundation for ecosystem-based approaches to climate change adaptation (EbA) and disaster risk reduction (Eco-DRR).

Through this project, economic sectors and local communities, including vulnerable groups, will be empowered to take proactive measures based on tailored warnings disseminated through various channels, including internet and mobile telecommunications systems.
