G2F Regional Program: Advancing Climate Resilience & Sustainable Development in Central and West Asia
The program will support existing regional cooperation mechanisms and management systems for transboundary rivers, building upon successful models such as tri-national ownership of flood control and hydropower dams in the region that provide a promising platform for tackling upstream-downstream challenges for regional goals. The CAREC Program provides a strong platform for coordinating across multiple countries and effectively sharing regional knowledge. ADB aims to deliver large-scale solutions, enhance capabilities, and mobilize finances through ADB's country programming cycles, financing modalities, and co-financing with partners. This strategy addresses regional and national climate challenges, promotes sustainable development, and boosts resilience efforts. It also seeks to expedite climate finance access for underserved regions and tackle urgent needs by enhancing capacities, fostering innovation, and empowering local financial institutions. ADB will function as the Accredited and Executing Entity for the program, collaborating with government partners and other stakeholders who will serve as implementing partners. Financial aspects and strategic planning will be led by the Ministries of Finance, while sector-specific initiatives will be coordinated with relevant line Ministries. Development Banks and financial intermediaries will play a crucial role in disbursing funds and delivering concessional climate finance to small and medium enterprises. ADB's engagement with Finance Ministries and climate focal points will drive a transformational shift in climate resilience through concessional investment instruments, supporting long-term regional resilience.
