New General Counsel joins Green Climate Fund

The Green Climate Fund (GCF) is pleased to announce the arrival of Raul Herrera who will act as the Fund’s interim General Counsel, effective 28 June.
An international expert in corporate and financial transactions, Mr. Herrera will act as GCF’s chief legal adviser for a six-month period, providing internal direction on international law and representing the Fund at key global gatherings.
Mr. Herrera, a Washington-based partner at the law firm Arnold & Porter Kaye Scholer, has a wealth of global legal practice.
For more than 25 years, he has been involved in transactions across Latin America, the Caribbean, as well as in Africa, Asia and the Middle East. Mr. Herrera, who was born in Panama, has represented a wide variety of clients, including private, public, bilateral and multilateral entities.
In addition, Mr. Herrera served as General Counsel of the Inter-American Investment Corporation, the private sector multilateral financial institution affiliated with the Inter-American Development Bank, and has represented the Caribbean Development Bank and the Central American Bank for Economic Integration.
His interim role at GCF includes providing legal advice to GCF’s Executive Director and members of the GCF Board, which governs and oversees the Fund’s management. His appointment follows the departure of GCF’s former General Counsel Rutger de Witt Wijnen.
GCF is the largest international climate fund helping developing countries respond to climate change. It promotes a paradigm shift toward low-emission and climate–resilient development pathways by providing financial support to limit or reduce greenhouse gas emissions and helping countries adapt to climate impacts.
