Readiness & preparatory support
GCF's Readiness Programme provides resources for countries and entities to efficiently engage with GCFReadiness delivery partners
Readiness support under both the Country and the DAE support windows follows the arrangement whereby NDAs/focal points and DAEs may choose direct access or select appropriately qualified DPs or a consortium of DPs with any combination of national and international expertise, leveraging the Secretariat’s support and systems put in place for this purpose.
Given the complexity of integrated programmes of readiness activities across various sectors and technical areas, countries and DAEs are encouraged to leverage DPs' expertise.
The strategic medium-term approach requires the delivery of readiness support to adhere to the unique demands of the 2024-2027 readiness strategy through expertise and experience that lies on the interaction of two fields:
- A strategic, integrated approach to planning and implementing readiness support over the medium term, coupled with a record of success in the conceptualisation and delivery of capacity building and technical assistance programmes.
- The ability to address wide-ranging capacity-building gaps across multiple technical areas and sectors.
Based on these considerations, the Secretariat will implement measures to assist countries and DAEs in selecting the most suitable expertise, experience, and financial offers through a process designed for expedited and transparent competitive selection, as outlined below.
A pre-selection method represents an approach designed to improve the speed and ease of accessing readiness support. This approach involves selecting service providers, or DPs, with the necessary expertise for the 2024-2027 readiness strategy through an open and transparent competitive bidding process. Through this process, the Secretariat seeks to ensure swift and effective mobilisation of the appropriately qualified DPs, facilitating a targeted response to the ToRs from countries and DAEs, and enhancing the impactful, result-oriented delivery of readiness support.
Emphasising a strategic, integrated approach to planning and implementing readiness support, and keeping focus on addressing capacity-building gaps across multiple technical areas and sectors, the GCF Secretariat offers the following approach:
1. Competitive bidding process to select best qualified DPs
- The process involves inviting organisations from the open market to bid for specific capacity or technical areas, ensuring a diverse panel of speciality expertise.
- Includes steps such as Request for Proposal (RFP), announcement, clarifications, bid preparation, evaluation, selection, and contracting.
Request for Proposals Readiness Support and Project Preparation Facility Service Providers

Through this Request for Proposals (RFP), the GCF intends to establish a pre-qualified pool of Readiness Support and Project Preparation Facility (PPF) service providers, categorized into lots based on their specific areas of expertise. The GCF will contract these providers through non-exclusive Long-Term Agreements (LTAs). The initial contract period will be three (3) years, with an option to extend for an additional two (2) years, subject to satisfactory performance, as further specified in the Terms of Reference provided in Annex 1.
2. Pre-selection of service provider
- A pre-selection method ensures quick access to readiness support by selecting service providers through an open, competitive process.
- The Secretariat establishes long-term agreements (LTAs) with specialised service providers, ensuring flexibility and resilience.
3. Lots
- Service providers will be grouped into lots based on expertise, allowing for specialised and focused bidding.
4. Long-Term Agreements (LTAs)
- LTAs do not guarantee work but make organisations preferred suppliers for specific contracts, allowing rapid deployment of specialised services.
- LTAs are established for up to five years, with the possibility of extension.
The GCF Secretariat expects to have a pool of pre-qualified DPs in Q4 2024, subject to the completion of necessary processes and LTA negotiations.
5. Mini tenders
- Mini tenders streamline the procurement process by inviting pre-selected DPs to propose solutions for specific readiness support.
- Includes steps such as a ‘rapid-response’ proposal submission, evaluation, award decision, and an issuance of a work order.
6. Payment-by-Results (PbR) frameworks
- PbR frameworks promote goal-oriented delivery of readiness support, with payments tied to the achievement of predefined results.
- Each specific work order will specify conditions for payments, ensuring funds are disbursed based on actual progress and results.
This strategy ensures an efficient, transparent, and impactful delivery of readiness support, aligning with the GCF’s strategic and programmatic objectives.
